HON NWANOSIKE PRESENTS 2018 SUPPLEMENTARY BUDGET OF N700,000.000.00 FOR PASSAGE


Hon Engr Samuel Nwanosike, JP, Executive Chairman of Ikwerre Local Government Area of Rivers State, on Tuesday presented the 2018 supplementary budget to the Legislative Assembly for consideration and passage into law.

While presenting the budget, the Executive Chairman stated that the 2018 supplementary budget was tagged budget of consolidation and estimated at seven hundred million Naira only (N700,000.000.00).
Hon Nwanosike revealed that the estimated amount would be sourced from Statutory Allocation and Internal Generated Revenue (IGR).
The statutory allocation is propose to account for N435,000.000.00 while the IGR is propose to provide about N265,000.000.00.
He said that the supplementary budget was proposed to augment the existing budget prepared by the Council before his administration came on board.
According to him, "2018 supplementary budget is a budget you can consider as a roadmap to developing Ikwerre Local Government Area. The purpose of presenting the budget today, being 28th day of August, 2018, is to consolidate the achievements and gains intended of the earlier budget already in use, prepared by the Council before we came into office. Indeed, on the assumption of office on 28 June, 2018, we discovered that the existing budget and budgetary provisions cannot carry the programmes and policies of the new administration, hence the urgent need to make this supplementary budget".
Expenditure
Hon Nwanosike noted that the government under his watch will only expend money from the budget, as would be passed into by-law on both capital expenditure and recurring expenditure alike.
 

He revealed that the capital expenditure is estimated at N594,000.000.00 (five hundred and ninety four million Naira only) and some of the capital projects that the money would be expended on include renovation of offices and furnishing, purchase of vehicles for Councillors and other Principal Officers of the LGA, procurement of generating set to enhance the power situation, and provision of office working equipments like computers, printers, etc. that will enhance the day-to-day running of Ikwerre LGA.
"On the recurrent expenditure, the Council will ensure that the salaries and allocations of the staff of Council, elected officers and appointees will be promptly as at when due", the Chairman averred.
Relevance of the 2018 Supplementary Budget
Hon Nwanosike asserted that if the 2018 supplementary budget is passed into law, it will enable economic activities to thrive, enhance the life and political activities within the Ikwerre LGA. He opined that it will also help in giving proper attention to the fight against insecurity, through the supports of security agents and cooperation of Community Development Committees (CDC).
Meanwhile, the Executive Chairman commended the 8th Legislative Assembly of Ikwerre LGA for the passage of three by-laws within their two months of inauguration, officially congratulating them, on behalf of the Executive Arm, good people of the LGA and the government of Rivers State ably led by Barr Nyesom Ezenwo Wike, CON, GSSRS, POS Africa, for their electoral victories at the just concluded Local Government election and praying God to accord them more wisdom and guidance to keep on delivering legislative duties to the people of Ikwerre LGA.
Hon Nwanosike enumerated the by-laws passed by the Legislators as the by-law prohibiting the building on waterways 2018, the by-law on illegal acquisition of local government lands, landed properties and development 2018 (also called the by-law against land grabbing), and the by-law establishing the Community Development Committees (CDC), control and its regulations 2018, saying that he was also aware that they have made 12 Resolutions, 6 Standing Orders and other oversight functions.
While responding, Hon Nwobuisi Chikwe Tasie, Leader of Ikwerre LGA 8th Legislative Assembly, assured the Chairman of quick perusal, smooth and speedy passage of the budget.
Hon Tasie applauded the Chairman for his efforts in reducing crimes and criminality in the LGA and absorption of over one thousand two hundred (1,200) persons in his payroll in order to complement the effort of the governor and ensuring that the good packages of the New Rivers Vision are brought closer to the people.
He pledged that the Legislative Arm will continue to work hard in sincerity by offering solutions and remedial measures to the suffering and hardship in the land, occasioned by the lack of good policies of the Federal Government, which the people of Ikwerre LGA are facing.
